Bug Fixes for Boat

Fix Some Bugs of Boat(you can turn on/off every single fix in config option):
1. Fix the issue that the missiles(complexprojectiles) launched on boat inherit a wrong velocity that didn't do rotational correction (has been fixed by klei, so it always works)
2. Fix the issue that sometimes Physics:GetVelocity get wrong result when boat sailing with stucked by the shore/obstacles
(Notice your Ice Flingomatic will find a correct trajectory to hit the target when you enable this point. so you know ...)
3. Fix the issue that the boat collides and gets leak after you enter the world.
