No Settlement Garrisons

Description
Settlements no longer by default contain garrisons, garrisons are only obtained through defensive structures or other buildings.

*IMPORTANT*

Turn 1 all the garrisons other than yours will be present on the map, when you end the turn the garrisons provided by the settlement chains will disappear. I am not sure why that is exactly

I find that settlement garrisons make the game drag out as auto resolve deals a lot of unnecessary damage and I have no interest of manual resolving all these boring and easy to win battles. Additionally, having such large garrisons incentives stacks to always be on top of cities where they can nearly double their strength with the free defensive army, this makes field battles extremely rare. The effect is players are forced to bring lopsided forces large and strong enough to be able to handle the opposing army in addition to the 10-20 additional free units. Ultimately this pigeonholes players into doom stacking and creates a stale meta.

This is part of a series of mods to make Warhammer Total War more realistic and tactically interesting, while also in general more punishing.

I am seeking feedback from players to determine if some small amount of garrisons need to be re-introduced to prevent cheesing by players and AI doing silly things that I never predicted

yea... so the unit count was me just being impatient as usual it seems... even with the massive list I have

Jakandir, thank you for the feedback that is a fantastic thought on the barracks.

My immediate thoughts after playing the mods are this.

Adjust defensive structures down a tier. weight them to be #1 priority for AI to build. Give minor settlements 1-2 units and capitals 3-4 to prevent single lord cheese.

Jakandir, The game for some reason starts with garrisons turn one. End the turn and the garrisons from the main settlements all disappear

Okay... so the mod doesn't work as intended right now: enemy still has garrison with only this mod loaded. my garrison on the other hand does not exist. Miao Ying start: settlement to the south has 6 defenders while the gate on the right has 12 (playing immortal empires map just to be clear) so while the mod DOES get rid of my garrison and it says on the buildings that they don't provide garrisons, the enemy does keep a garrison regardless of their buildings in the region. so they get free units that with defensive building will make it to 10+ extra units easy

well, first impressions: I don't have a garrison so that part works. but my enemy at a level 1 settlement has six defenders in their city with no buildings. Not sure if this is due to some mod conflict since I have ~180 mods active all the time. Playing as Cathay - Miao Ying. Tested with Morathi: same thing. enemy level 1 settlements and cities have 5-7 free units which seem to depend on faction (orthodoxy got 9). Anti-cheese or bug? I mean I don't really mind that they get a minor garrison, but it seems atleast with my set that it only gets rid of my garrison while theirs get nerfed/left alone. checked with Miao ying, Morathi, Katarin and Tyrion. everyone except me has garrison (avelorn had 14 units) so not sure if this was due to my list or the mod not working properly. gonna test with only this mod next

if you're looking for early game balancing, you could just make the first tier barracks for every race give a couple of units for the garrison without it being "free". That way you still have something early and it shouldn't be a major difference. haven't tested the mod yet, but definitely going to test it out.
