I think you maybe have some users that want really frequent storms like that for the epic carnage of using cataclysm spells every other battle, and then other users who just want them to be a rare chance say 15% of the time, and there's no real way to reconcile that unless you're willing to publish a submod with different values, or give it mod configuration tool capability.
Personally I think it'd be great to have the option for both, but I appreciate that that's more work for you.

Either way, if the other provinces change continually whilst a storm lasts 3 turns, then the result has to be like half of the map covered in storms at any given point right?
