CURRENTLY DOES NOT WORK. Eldar cities for some reason work a bit differently than the other factions. See my all factions mod if you don't mind every other faction getting the change too:

This mod removes the loyalty penalty from creating additional cities for the Craftworld Aeldari, leaving the other factions untouched. Good for if you want to experience no penalty but don't want the AI to take advantage of it.

If you would like to remove the penalty from all factions without having to subscribe to a bunch of mods, I recommend you check out Cuhnyx's mod here: https://steamproxy.net/sharedfiles/filedetails/?id=2697241994 which is what these mods were inspired from

No downside at all, I was looking for this effect for all factions, I came upon your mod when I saw that the All-faction-mod I was using didn't actually work on them. I was using the une you had linked on your mods actually. I'll try that one out and let you know.

The discord has pointed me to another file to edit. The only downside is that it affects all factions, not just Eldar, because of it being a basic blueprint file as opposed to a faction city file. Currently I don't see another way to do this so I suppose it's the best we're gunna get for now. I'm going to put it into another mod

Could give it a shot yeah. Doubt it'll work since it's just changing the number but why not at this point

could you try the other way around? Set the value so it gives positive loyalty? Maybe we can get it to counter with +6-6 with each city

It doesn't seem to work.

I've also tried some other mods that supposedly do it but nope, they dont work either.

It would seem that the eldar have something weird with their cities and it's not getting it.

Just updated the mod. I don't own the DLC so I can't actually try it right now lmao. So let me know if it worked
