If you don't care about fixing it for low res, then you should probably care about high DPI display users at least. And here's something great about it - if you fix the latter, the former is automatically fixed as well (unless it's something like: if 4K then UI Scale = big lol)

3. Any way to change footsteps type Without respawning?
4. Is there a cvar to change footsteps type? (if not, then at least how and what function I can utilize for that)
