Report a translation problem
Once you've found it (it'll be named just as "design.xml" or "plan.xml"), you'll need to copy it into your ship folder in "Users/<username>/AppData/Roaming/Avorion/ships". (you can find it by pressing the windows key and search for %appdata%)
It's a very roundabout way of getting the ships, but it's the only one I've found to work, at least for me since this bug started happening... I apologize if it isn't what you hoped to hear, but as I said, I have no real idea of why it is happening...
There is a bug(?) with new workshop creations not loading in the workshop folder. I have no idea how or why this is happening. You can try opening the workshop turret folder, template folder and workshop ship folder in succession and sometimes other designs will show up. Other than that I can tell you where to find the design on your computer:
In your steam folder under "SteamLibrary/steamapps/workshop/content/445220/<workshop id>" you'll find the different designs and mods that have been downloaded through the workshop.
