Assuming the blur material has settings to not allow it to show on low settings.
But i am not sure myself.
2 Things:
1- I didn't know that, okay? I didn't know both mods modified the same effect (I thought you made that effect yourself). Since I've been playing L4D2 for years and I've never seen an effect like that for adrenaline and penis that could be combined.
Also, I "recommended" that other mod because on mid-range or low-end PCs, the post-processing effect can affect performance. And as you can see, there are many effects in your mod. Maybe this could help. (I didn't mean it in a bad way or anything like that). It's like a plus or a help. (Unless the effects in your mod don't affect the game's performance, then I won't need the other mod.)
2- Anyway, your mod is wrong :( Since, as I told you, you see a very strange effect when I use adrenaline, and as I told you, the problem is more noticeable if you use adrenaline on your "tumtara" map.
