No Seleucid Satrapies - Vanilla AI version

Description
This is a vanilla version of my DeI-submod of the same name.

The Seleucid faction will receive all their satrapies' regions on their first turn.

Please be aware that this usually cripples the AI and makes the faction a pushover due to being too big.

The AI (in general) performs worse the bigger their territory is. I think the issue is mostly that there's too many directions for it to send armies too, like when an AI faction is at war with multiple other factions but sends all their armies towards one of those.

Thanks so much! What do you mean by being too big and a pushover? In AI behavior or resources?
