First of all, you should disable and remove microsoft onedrive and reboot.
Copy content from C:\Users\*user*\OneDrive\Documents to C:\Users\*user*\Documents (*user* is your system name)
We write in the start regedit, run as administrator.
We go to the following path: \HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
In the Personal parameter, replace the path with C:\Users\*user*\Documents (*user* is your system name). The path must not contain the words OneDrive.
After that, the game starts again and the mods work as they should. An alternative would be to create a local account and play from under it.
