Yes! Note the loading order.....
"Colored Map Icons Gigastructural Engineering & NSC2" always last one!

Also thank you for pointing that out with the Colored Map Icons. I'm adding NSC in the next version, does that mean I only need the Gigastructural Engineering + NSC version of Colored Map Icons?

So it's not a specific mod. It's the combination of many mods. Certain mods give + to leader level cap. For example, Ethics & Civic: Bug Branch gives +1 or +2 to leader level cap for being Elitist ethic. Civics and ascension perks from other mods do the same, such as the Limitless ascension perk from Reworked Advanced Ascension.

When combined with Paragon Leaders Expanded, these modifiers can stack to the point where your maximum level cap can exceed 20, going closer to 30 with enough investment and the proper empire setup.

It's no single mod that uses 30 leader skill levels, it's the collection of all of them that enables it to happen.

I have seen in the list. "Colored Map Icons".
When you play with "Gigastructural Engineering" you need only "Colored Map Icons Gigastructural Engineering".

You mean to give the images the correct frames in the image? Make a file "z_leaders.gfx" and put it in the interface folder, then add the following:

spriteTypes = {
spriteType = {
name = "GFX_leader_skill"
texturefile = "gfx/interface/icons/leaders/leader_skill.dds"
noOfFrames = 31
}

spriteType = {
name = "GFX_outliner_leader_level"
texturefile = "gfx/interface/outliner/outliner_leader_level.dds"
noOfFrames = 30
}

When the scale is 0-30, a difference of a level or two doesn't need to be distinguishable. Every icon doesn't need to be noticeably unique. Can just be a general indicator. But it's just a request!
