Naggaroth climate fix

Personally, I have always wondered why the entire territory of Naggaroth is climatically frozen, because according to the lore, the central and southern parts of the continent were quite fertile, and this mod was created just to fix this. Temperate climates are now acceptable for high elves and dark elves, while chaotic climates for dark elves and frozen climates for high elves are now unpalatable (done for balance). The mountains were also made suitable for the dark elves (as was the frozen climate for Alith Anar), so that Morathi in her capital would not have problems with development.
