[1066] HRE Title History - Historical Emperors

Description
Adds Carolingian emperors etc. into the HRE title history, so that you can have rulers like "Charles IV" and "Louis IV" and not feel like it's inconsistent with history.

I have made it so that the title does not appear on 1 January 867, and therefore it doesn't mess with the 867 start.

It is not, as title histories in an existing game cannot be changed without editing the save files
