Clowns From Outer Space

Description
Clowns have begun "Terrorising" a local region causing almost no work to be done due to their "All play and no work" policy, and as such, the local government has been sacked due to them doing nothing about this. You have been chosen to repel these vicious clowns (despite the dismay of many) but the odds are against you, can you repel the clowns and stabilise the region?

This scenario got serious balance issues. Make sure that clowns start later and give some strength to the player such as reputation gain when when clown camps are destroyed or something.
