you have to pick a category (like the halo 3 menu for campaign and custom games) in options > video > background videos for it to play. it sadly doesn't just auto apply.

The MCC haven't been updated since like July of last year lol

There hasn't been an update for some time and this is false information. However, there (currently) exists a bug in the current MCC build where your menu videos may reset for absolutely no reason whatsoever, and you have to re-apply them, which is likely what you're experiencing. I just booted it up and mine are still there, including the h3 ones.
