I haven't tested it, but I suspect this mod might work in 1.5, so you could give it a try.
I'm kind of holding off on updating my medieval mods since VE is adding a new Medieval mod (check the roadmap) and I'm looking to update all my medieval mods for it. It will be fixed once that gets around. :)
As mentioned with @Iron Xides below.
My mod doesn't touch settlement generation.
If there is some sort of knock-on effect from another mod then I'll need an error log to be able to tell what is going on. :)
Sadly, it seems the mod can't simply be removed as then the overmap has no settlements of any kind and the game locks.

It also removes the "peaceful", "trader", and "miners" pawngroupmaker kinddefs, but I don't know if this causes problems. Both the patch and the mod it patches are missing "hunters", "loggers", and "farmers", but again I don't know if this causes problems.
