Half-Price Wire Mod

NOTE (07/15): Due to the recent comment, it seems this mod is not functioning properly when researching the "Reduced Wire Cost Upgrade" in the tech tree (wire still costs 4 as opposed to 1) and I unfortunately don't have much time to test for the foreseeable future. So this mod will reduce the cost down to 4, but it will not be reduced down to 1.

A mod that reduces supply cost of barbed wire from 7 down to 4, and supply cost of razor wire from 15 down to 8.

The intention of reducing barbed wire down to 4 is so that with the -3 barbed wire cost tech upgrade, barbed wire will at least cost 1 supply to place.

Note: Supply costs for barbed/razor wire may change in a future title update, so keep that in mind.
