Surf's Later English Culture

Description
Modifies the "Embrace English Culture" decision by adding a cultural acceptance requirement and lowering the number of characters and counties it converts.

Are you frustrated to see William the Conqueror convert half of England to a hybrid culture in 1070? Historians say that the Norman nobility and Anglo-Saxon populous of England didn't truly merge into an "English" culture until the Hundred Years' War, and the first king to natively speak English wasn't born until the 14th century.

With the release of Royal Court, I assumed that the emergence of cultures like Norman, English, and Portuguese would be handled by the new hybridization mechanic. Instead, these hybrids are still formed by decision. In my opinion, the English hybridization decision makes it far too easy to convert a large portion of England immediately after the conquest, mitigating centuries of the historical struggle between Normans and Anglo-Saxons in the 11th and 12th centuries. This mod changes the decision to make it less powerful, to make gameplay as William the Conqueror more interesting and more challenging. The decision will require cultural acceptance, bringing it in line with standard hybridization, and it will convert fewer of your Norman courtiers and vassals, and barely affect your Anglo-Saxon vassals. Rather than converting all Normans in the kingdom to Englishmen, only about half the realm's Frenchmen will convert with you, forcing the king to act as an intermediary between his Frankish and Germanic vassals until they all convert to the new culture.

The "Embrace English Culture" decision now:
-Requires 40% cultural acceptance between your culture and Anglo-Saxon
-Has a slightly reduced chance of converting your Norman family members (90% for your children, 75% for your spouse, 65% for other close relatives)
-Has a reduced chance of converting your Frankish-heritage vassals (50% per vassal, then 50% for each subvassal, and a reduced chance for their family members)
-Only counties held by Frankish-heritage vassals will convert
-Reduced chance of converting Anglo-Saxon counties in England from 40% to 25%
-Increased chance of converting Frankish-heritage counties in England from 40% to 75%
-Increased chance of converting your capital to 100%

Mod compatibility:
This mod only changes the "Embrace English Culture" decision and its scripted effect. It should be compatible with any mod that does not change this decision.
