BWEEP BOOP DWOOOOO BEEP BOOP

TL:DR Add a gene to make your pawns do beep boop noises.

When inspecting the /TG/station[tgstation13.org] GitHub repository[github.com] for the specific clown noise my previous mod needed i found that some of the arcade noise would be pretty cool as pawn voice and thus came this mod.
