The Project Manager governor! this governor works of an anual budget.

This governor can do:
-In the government initiatives:
- You can get a loan! But it will decrease your support level and reputation, if you take out a loan you will get significantly more inflation and corruption risk.
-You can pay your debt and it will increase your support level that you lost but doesn't give back lost reputation.
-There are initiatives that decrease corruption risk and inflation, but if you fund the deflation initiatives you will get high corruption and vise versa.
-In the civilian initiatives:
-You can do promises! the promises will cover up local concerns for now but it will decrease support and reputation.
-But promises will cause deflation as demand is less.
-In military initiatives:
-You gain money for every national soldier in the region but it'll also increase corruption.
-Can make the garrisons build faster but it'll make the locals angry at soldiers.
There will be additional concerns.
