Part Coverage Fix

Description
Version 1.1 Updated to RimWorld 1.5
Fixes the issues that arise (at least with Combat Extended) from a part's total child part coverage being greater or equal to 100% by enforcing a limit of 99.9%.
If a human torso were to obtain more parts from some mod (for example, abdomen from More Injuries), the total coverage may exceed 100%. Thus, a warning will be thrown, errors when (and if) the torso gets hit, the torso receiving no damage when internal organs take some (bullet wound to the liver, but none to the torso).

Specifically, every body is searched for parts that exceed 99.9%, if such part is found, then every child part of its is multiplied by 99.9% / TotalChildPartCoverage. For the changes to take effect, the body is recached.

That being said, what @Big Cheese said is an understatement. The UK has some of the most c*cked, dystopian laws. Ever heard of Count Dankula on YouTube? Man almost went to prison because a Scottish court wasn't amused by his prank of teaching his girlfriend's dog to do a Nazi salute when he said "Jews!". Oh and guess what else will get you in legal trouble there? Like 90% of sharp cutlery.

Can someone explain the meme to me? From what I've read up on it the error is common with CE, but others are saying stuff about "Milkable colonist" and that police investigation in the UK. Is the error common with RJW? I use RJW and I've not seen it once. From what I understand of the cause of the error it's due to the sum of all bodyparts hit chance exceeding 100%, so maybe I should ask my friend who makes three-d*cked abominations with RJW... lol

@Thundercraft So I had read through a bit of the Reddit thread her husband posted asking for legal advice, and a lot of people were suggesting that the "friend" who's advances she'd just turned down might have gone on the laptop and added even more perverted content that, unlike what was originally installed, might actually be illegal and then lied to the police about it saying it was all already on there.

Sadly, I think this meme is no longer funny. Why? Because, in Britain very recently, police there were considering arresting someone based on a snitch (a so-called "friend") who reported some very perverted Skyrim mods on someone else's laptop. (And, yes, the snitch was using their laptop without their permission.)
