Changes species trait points and picks during empire creation for both biological and machine empires. Also changes robot trait picks.

Biological Traits:

Machine Traits:
Points: 2 (from 1)
Picks: 6 (from 5)

Robot Traits:
Points: 0 (unchanged)

what a sneaky mod this is. for some reason forces ethic points to 3 making it incompatible with basically all the ethics and civics versions.
