Rebalance to a reasonable amount of raw materials needed to produce "Metal". Also reduces produce times.

Metal (Ore) - balance (ore 10to12 / produce Metal 10to10 / Time reduce 9hto6h)
Metal (Scrap) - balance (scrap 10to15 / produce Metal 10to15 / Time balance 4.5hto6h)
Metal (Scrap Electric) - balance (scrap 10to15 / produce Metal 10to15 / Time balance 2hto2.5h)
Metal (Ore Electric) - balance (ore 10to12 / produce Metal 10to12 / Time balance 4.5hto4h)
