Zero Point Paragon Traits

Description
Makes all positive paragon ruler traits from the "Under One Rule" origin cost 0 points, because our glorious golden god is multitalented. New change: traits now not locked to specific ethic.

Q: How will having all traits affect certain events in midgame?
A: It'll just tell you you have no possible options

I just saw one of the Paragon traits for Xenophobes, and wanted it. But I don't wanna be a Xenophobe, then I remembered this exists, perfect

mod currently breaks ruler traits on spawn in 3.10, causing the under one rule origins leader to not spawn with any paragon traits

Oh god, I just thought about using this mod with a mod that somehow removes all ethic incompatibles and increases ethic points.

I know, but the lifespan expanding techs should push the event back.
