The mod has been updated. I checked that it works in 3.10. Although the mod started adding 3 times more leaders than before due to the fact that there used to be a single limit for all leader classes.

Yes, this mod adds technologies that give you +1 leader cap modifiers. If you add the mod in the middle of the game you will have these new technologies available to research and everything will work correctly.

Honestly, I don't know what happens when you disable technology mods. If technologies from this mod just disappear from the pool of researched, then the modifiers on leaders disappear without consequence.
