The trouble is worth it because I did say to myself "Is that it?" when I first saw this apparent skeleton bastion, but it is a pretty big pain
The bridge should be unchanged and should allow npcs across without issue. My only recommendation is to regenerate sector using the Shift + F11 options under navmesh tools. That should have the game evaluate the possible paths in the city and should let you walk around with ease. Pathfinding around the city can possibly be a bit wonky due to the roads cutting through the walls instead of looping back to the main entrance but you can delete those and that should stop NPCs getting trapped up against the walls if that's an issue.

That's the sentiment with most things in Kenshi. And i say this with kenshi being my favourite game i always dreamt about when younger.
