Description
This Mod acts as a rework for the Smouldering Ruins District, and is an explicit and necessary requirement for this mod, as is Runaway
This mod follows my Vanilla District Rework design, but is not required. This District will produce Ribbons per week.

Smouldering Ribbon (Stack Limit: 4):
Enemy Party: +25% DMG Received from Fire Attacks (3 Turns)

Shame this doesn't work for the runaway alone, for some reason either smouldering ruin or or this mod touches arsonist spine files for whatever reason
