Go to game location Fallout 4.
"...\Steam\steamapps\common\Fallout 4"
Right click on file "Fallout 4.exe" and click "Properties".
Select the "Compatibility" tab.

Check "Run this program in compatibility mode", select "Windows 7".
Check "Turn off full-screen optimizations."
Check "Run this program as an administrator".
Tick the same in the "Properties" file "Fallout4Laucher.exe".
Confirm "OK" and play Fallout 4.
