- the old workshop servers and backup system are a bit wonky.
-userdata also hides some files on subfolders and some of them on appdata.
-deleting local data barely does something by itself.
-there is no option to delete your cloud backup completly.
-I have like 2 of my old broken mods stuck on my userdata and no matter how hard i try to delete them ....they appear once every 2 days , and yes the "upload" option provided from steam to fix this doesnt work either FOR LIKE 5 YEARS.

NO. this was a thing already before the update so shut up.
One bug I know of where some cvars can break on local server is when playing with -dev launch option. -dev sets sv_cheats 1 and when local server is started while sv_cheats 1 it's automatically set back to 0 and all cheat flagged cvars will be reset to their default values which may cause issues in some modes.
cant fully explain why this happen due to VALVE , but i got some friends that were having the same issues back in day , thats why i did this "sorta-fix-tool" and those problems were gone.
