Based Department Offical Mod

This is a Rebalance mod for EU4. The idea of this mod is to add new ways to keep EU4 being a fun experience and to not be as "insert derogatory language here" bad of an experience. I started working on this mod for the Based Department Discord Server so that my friends and other can have a mod built for us by us. The mod is still in very early stages of work as they give me ideas and I have to somehow find out how to do it (first time modding/using code lol). The server will be linked one of these days when we think we are ready for even larger games and more people in our community. But for now try out this absolute random mod and add discussions on what I should add and change. Very cool things to come!
