Description
General Electric E-33

The Virginian EL-C, later known as the New Haven EF-4 and E33, was an electric locomotive built for the Virginian Railway by General Electric in August 1955. They were the first successful production locomotives to use Ignitron rectifier technology. Although they proved to be a successful design, no more than 12 EL-Cs were built, due to the small number of railroads that had electrification and the advent of improved electric locomotive technology. They were among the last mainline electric freight locomotives in the United States.

The locomotives were delivered to the Virginian Railway between 1956 and 1957. They proved to be a reliable part of the Virginian's fleet until 1959, when the railroad became part of the Norfolk and Western Railway. N&W continued to run the EL-Cs until 1962, when the system was de-electrified. The locomotives were then sold to the New Haven and Hartford railroad in 1963 and renamed EF-4s. Later in 1969, New Haven became part of Penn Central and the EF-4s went with it. Finally, after Penn Central's collapse the locomotives found their final home hauling freight for Conrail, and were renamed again to E33s. By this point, 1 locomotive had been wrecked and another used for parts after an unsuccessful conversion to a B unit, leaving only 10 locomotives left. 8 of these 10 were scrapped after Conrail shut down electrical operations in 1981, but two managed to escape into preservation. Virginain 131 and Virginian 135 (painted as Conrail 4601) can be found at the Virginian Museum of Transportation and the Illinois Railway Museum respectively. -Wikipedia

Operating Instructions
Startup
-Head into the cab and open the door into the short hood
-Open the battery cabinet and close the battery knife switch. Release the handbrake.
-Open the two pantograph air valves and pump the hand pump a few times. The pantograph is now raised. If you want to lower the pantograph just repeat the process.
-Close the air valves and head back into the cab
-Open the electrical cabinet and turn on all of the switches. Make sure all of the breakers are closed as well.
-If you are playing with infinite electricity off, turn on the Horn Cut-In switch in order to enable the horn
-Whenever passing through an area with low clearance (shed, underpass, etc) there is a flip switch on the cab wall that hides the pantograph to prevent it from striking
-Turn on the Mu2a valve key located on the forwards-facing control stand
-Sit in your desired engineer seat and turn on the Brake Stand Cut-In key
-On the control stand, press and hold the Control Off/Reset/Run button until the light turns on
-Set the reverser to the desired direction of travel (F = forward, R = reverse)

Automatic and independent brakes are controlled by invisible buttons above the brake stand. Dynamic brakes are controlled by more invisible buttons to the left of the control stand, and the throttle has invisible buttons on the throttle handle itself.

In order to change operating stands, turn off all controls on the previous operating stand and turn on the Brake Stand Cut-In key as well as the Control button in the desired operating stand.

Question.... Wheres the line that the pantograph is connected to? Is it a mod, or simply part of the world I have not explored?

You are pressing the correct button to increase throttle yes? And if so does the throttle handle move? If it doesnt move then the control stand has not been set up completely
