WVC Ultra Enhancement Elite Bionics Framework Patch

A small patch to give the HP modifiers to the bionics added in WVC UE.

The HP modifiers for the different tiers of bionics added by WVC UE are as follows:

- Torture +20%
- Experimental +30%
- Cybernetic +35%
- Ancient +40%
- Mechanoid +60%
- Green, red, violet and yellow nodes +75%
- Blue node +90%
- Archotech +100%

This is my first mod and I'd like to give a big thank you to Owlchemist for helping me figure out the stuff I'd managed to miss that was stopping this mod from working.

Bugs:
I am aware there seems to be an issue on launch with some log spam regarding applying the HP modifier to the archotech parts. I believe this bug originates from WVC UE as it only happens with those parts despite the code being the same for all the other parts too, however I shall continue looking into a solution to resolve this to keep the log clear and despite this bug the modifiers still work as expected.
