Navmesh for gm_southpark

Description
Welcome to this navmesh for gm_southpark

I always had a soft spot for this map, but the generated navmesh is crap so I took it upon myself to improve it

Fixed up all stairs in the enterable houses

removed all mesh on the outside of the houses so nextbots and whatever shouldn't leave the map or spawn out of bounds

also used optimized and tweaker for better end results
