Say No to Nuclear Suicide

Description
Primitives are supposed to have a 5% chance to nuke themselves every year, but, Paradox being Paradox, they made the event trigger every month instead. The chance of primitives nuking themselves is 12 times higher than it's supposed to be.

This mod fixes the trigger to be annual instead of monthly so 99% of primitives won't commit suicide 2 seconds after you meet them.

On further investigation, Paradox seems to have added an event to prevent nuclear catastrophe on observed primitives, so the mod is no longer necessary.

In light of recent events i feel like primitives nuking themselves is a feature, not a bug

@jasonpepe
Overwriting the entire file was necessary since any other way(and I tried, I know how it works since I also did it for other Paradox games) would have resulted in 00_actions(base game file) still triggering it monthly, so you would have the event triggering both every month and every year.

Since they removed it from the vanilla file and moved it somewhere else, I could now create a new file and edit it. It should work now without any compatibility issues.

Modding rule #1:
NO OVERWRITES the entire file
as the mod itself breaks the latest dlc contents.

Seems to be screwing with the starting Agenda too. There's an Agenda at the start of the game that's almost completed when you start the game. With this mod enabled that agenda is gone.

Hi just fyi this mod breaks two civics from the new DLC - Heroic Past and Vaults of Knowledge do not give their bonuses if this mod is enabled.

Hey maybe if you'd be so generous you could also reduce the chance of the fucking mad scientist event from firing.
I swear it occurs every single damn time you have passive observation on a primitive planet nowadays. I once had it happen twice in the same year!
