As the person in charge of Department of Human&Society Development, It is your job to stabilize and improve the living of citizen in an unstable region. Recent performance of your operations have a poor outcome and project plan aren't effective and too slow to respond any new rising problem. For the better look of your department and bring back the well performance you once achieved, You think of a project that is to say, High Risk High Reward.

On paper it sound terrible due to the cost for operation are significantly higher than your usual project and rely on agreement and co-operate of local government and Military too much which could end badly because high funding project could lead to corruption and inflation, Local government may turned against you and made everything worst just because they might have different idea in mind. Your higher up also aren't happy with the idea but if the outcome are good and the operation perform well it could net The Department a lot of positive reputation and most importantly, MONEY. So they approved your newly made project and start the operation right away .
