Description
Someone asked me to make this so here it is. Should be compatible with almost everything including some overhaul mods.

Yes, Rome should get the income boost regardless of whether the player or ai controls them.

This gives Rome an additional 6000 cash every turn, and yes I just tested it and it's compatible with DEI, just have to place it above DEI in the load order.

so you have to unactivate all mods run game ONCE quit then restart with mod ...works

Game hasn't been updated in years, this was made 2 weeks ago, can't be outdated.
