The idea behind this effect is that in vanilla Silent gameplay, on most non-elite or non-boss enemies, Poison does a lot of damage but it is inefficient since after a target with Poison dies, the rest of that Poison is lost. So in effect, the player spent extra turns and extra mana to apply that Poison to the target but past a certain point, it was wasted. Especially in multi-target fights, this hurts the Silent a lot. Vaporize is intended to be used as a finishing blow on a target with Poison left, or as a bit of burst damage where you know you won't need more ticks of Poison damage in order to kill that target or survive the encounter.
Vaporize is also similar to Exterminate, in which you're intended to use it on a dying target but you want to make better use of its remaining Poison stacks rather than just killing the target and losing all of them.
