Adds artificial intelligence support for vehicles to RP_NYCITY_DAY

- Turn signals

- Traffic lights

- Multiple taxi stops

- 2 Gas stations

Warning: some slow or not so powerful cars can't go up the street that goes to the bridge, unfortunately I can't do much to fix it
