Core With Compliance++

Core states with Political Power once you have enough compliance!

- You need at least 80% compliance to core a state
- If you have a claim on a state, the cost will be halved
- The cost, compliance/claim requirement and occupation settings can be changed using the game rules at the start of a game
- The AI cannot use it

This mod should be compatible with most other mods.
