Description
Just a little and quick mod.

Made a decision that enables Lalo Salamanca and the Cartel to take over Mexico at any time you want and in any political ideology, just so that you don’t have to worry about civil wars or changes in government via events of focuses.
There are also some overpowered decisions after the coup, just to make things more interesting.

now you need to make one for america, where you can get either walter, jesse or mike in charge
