Adds Cao Cao, chancellor and warlord from the turmoil of the three kingdoms era of China.

• Encampments claim surrounding tiles and grant a free Builder when constructed.
  
• Each Encampment Building grants +1 Build Charge to Builders constructed in that City.
  
• Farms adjacent to Encampments yield +1 Production.
  
• Gains the Hu Bao Cavalry unique unit with Military Training.

Hu Bao Cavalry (Heavy Cavalry)

• +5 Combat Strength against wounded units.
  
• No combat penalty while damaged.

Merciless Ambition

• Respects civilizations that declare surprise wars. Dislikes civilizations that pose a threat and will seek to conquer them.
