All leaders start game in the sea. Settlers can found city on the sea.
MOD leaders will also work.

只有小部分mod领袖有海上区域和改良,不过应该可以配合移山填海mod

I didn’t use lots of asset, so it should not cause Asset Limit

There are some “Water Districts” can be build on coast, and don’t replace the original one.

Is there such a thing as "Asset limit".
I noticed that when playing with 210-190 mods there would be some visual bugs such as choas barb (from the war-hammer fantasy chaos mod) would just look like a bunch of axes and other missing assets.

Oh, I make a mode for sea starting.
If U don't click it, U will start on land as normal.

Can you please make a mod (or add a setting) that lets players Settle on water (after unlocking a tech or something like that) without the need to start the game on water?
