Commissar ability fix for VME

Description
Change the ability of commissars in vanilla memes expanded. Now they can enhance the defenses of allies in range.



I know that the commissar the VE group refers to in vanilla memes expanded is probably the Ironborn commissar from the "Warhammer" series, but I believe that the word commissar mentioned most people's first impression should still be the Soviet commissar. And I can guarantee that the Soviet commissar is never the same as described in this mod.
