Tired of late game lag? Do something about it!

This mod adds an edict for xenophobic empires that allows you to instantly, randomly, and anonymously eliminate 50% of the galaxy's people. It is available from the beginning of the game, can only be used once, and only by a non-AI player.

The edict doesn't appear for me. Yes, my empire is xenophobic. Any help?

Should this mod be called Thanos Snap or something, doesn't really seem like a purge, more of a culling of half the population.
