1994年3月17日，中华人民共和国财政部和中央汇金投资有限责任公司共同发起设立国家开发银行，作为国有独资政策性银行。国家开发银行是中国最大的债券银行、最大的对外投融资合作银行以及全球最大的开发性金融机构，截至2016年底，资产总额超过14万亿元人民币，总行设有31个职能部门和住宅金融事业部、扶贫金融事业部，在上海设有协调性机构上海业务总部；境内设37家一级分行和三家二级分行，境外设香港分行和开罗、莫斯科、里约热内卢、加拉加斯、伦敦、万象等六家代表处。

The China Development Bank (CDB) is a development bank in the People's Republic of China (PRC), led by a cabinet minister at the Governor level, under the direct jurisdiction of the State Council. As one of three policy banks in China, it is responsible for raising funds for large-scale infrastructure projects, including the Three Gorges Dam and the Shanghai Pudong International Airport. Established by the Policy Banks Law of 1994, the bank is described as the engine that powers the national government's economic development policies.

Shanghai West Bund is located in the Xuhui Riverside area, with a coastline of about 11.4 kilometers and an area of about 9.4 square kilometers. It is the most public and dynamic waterfront new urban area in the central city of Shanghai. As one of the six major functional areas in Shanghai's "Twelfth Five-Year Plan", the West Bund takes "planning leadership, culture leadership, and industry leadership" as its overall development idea, focusing on the "West Bund Cultural Corridor" brand project, "West Bund Media Port", " The construction of functional carrier projects such as "Shanghai Dream Center" aims to create an international waterfront new urban area that integrates top culture and art, information media, innovative finance, commerce and life at home and abroad.
