Chapters of the Imperium & Starting Hero Compatibility Patch

This is a compatibility patch to add a starting hero to the factions added in Chapters of the Imperium.

This is based on the Starting Hero mod by Phaeron Amarkun - https://steamproxy.net/sharedfiles/filedetails/?id=2776994696

It also supports TMV so if TMV is enabled the starting heroes will be voiced.
