This feature is included in 'StarExtension'. 'StarExtension' is an improvement mod for Starbound distributed on GitHub, and it cannot be accessed through the Steam Workshop. You can access it via GitHub link [github.com], and it works by overwriting the existing game folder. However, the development has been discontinued, and it has now moved to 'OpenStarbound' [github.com]. I'm not sure if the breathing feature also exists in OpenStarbound.

If you are looking for boss costumes, they can be crafted at the Ancient Anvil located beyond the Ancient Gate.
yes. but, those armors are don't have any feature. only for cosmetic
