For 1.5, you just need to make a new folder as they moved it from "shelfbase" to "StorageShelfBase" like so:

Defs/ThingDef[@Name = "StorageShelfBase"]/building/fixedStorageSettings/filter/specialFiltersToDisallow

Also use "Defs" instead of "/Defs/" as it's quicker XML lookup, performance wise.

Can you add a "Load After" for Vanilla Recycling Expanded ? I get two red errors with it when this mod is loaded before it, the main problem below I guess.
