Colonize Your Puppet

Description
In few words: Made for myself, published for y'all.
Basically this mod adds "Colonial Administration" level for puppets that can be given using on map decisions.
Colonial Administrations gives (apart from Puppet autonomy gains):
  • 100% extra trade to overlord.
  • -100% for trade cost.
  • 90% of civs and mils to the overlord.
  • Building does not affect the autonomy.
  • Surrender limit +40%.
  • Manpower share with overlord +80%.
Can be exploited to lower autonomy from Dominion, Colony etc, to Puppet, i wont "fix" that xd
