Incapacitation Music - Scout's Theme [TF2]

Replaces the Incapacitation theme with "Faster than a Speeding Bullet" from Team Fortress 2.
It also replaces the tags (the shorter radio-esque version that you hear when someone else gets incapped or is about to die while incapped)

I published this on gamemaps two years ago and figured that it's about time I publish this over to the Steam Workshop too.
