Captains can now use melee weapons, like pirates do, yo ho ho

Seriously, who decided that a pirate captain can't have a sword? What's up with that?

Best used in conjunction with: VFE Pirates - Captains Can Work

And also: VIE MaS - Specialists Can Work

Likely because real pirates overwhelmingly preferred to attack from range and subdue through fear. The cutlasses were there more for the latter aspect. Not to say they didnt get used, but it wasnt as common.
